His Honour Judge Richard John Samuel Foster retires as a Circuit Judge with effect from 1 April 2023.
His Honour Judge Foster was admitted as a Solicitor in 1979. He was appointed an Assistant Recorder in 1997, a Recorder in 2000 and was a Lay Member of the Consistory Court, Diocese of St Albans, from 2000 to 2004. He was authorised to sit as a High Court Judge in 2003, appointed a Circuit Judge in 2004 and was a Member of the Bedfordshire Probation Board from 2006 to 2010. He served as the Resident Judge at Luton Crown Court from 2012 to 2019 and the Honorary Recorder of Luton from 2013 to 2019.
